为带有追踪印记的仓库生成一套骨架：ADR 目录、CI 门禁骨架、规则手册与 moments 地图、会话记忆约定、约束文件（带 sha 固定）和循环工作流等，可选最多六个部分。在想把仓库从零散变成有章可循、把团队约定落地时使用，能节省反复讨论和手动建模板的时间。特别之处是把访谈答案转成具体文件与流程，让治理、CI 和变更门槛一并成型。
